Rapid developments in China in the last two decades have made it difficult for legislators to cope with all the changes. This has been compounded by the lack of trained people who understand and can implement and administer the law. It is still quite common to find middle level officials in the rural areas who do not fully understand their roles in office, and magistrates and county chiefs who were farmers. To overcome these problems, the Central Government has printed legislation, standard forms, contracts of various types and models for various applications. Other steps that have been taken in order to enhance the system and modern legal thinking is by subscribing to legal and judicial development and cooperation programs, such as European Union and World Bank Programs.
