How can minutes become Law?
In some circumstances, the ideas of minutes could become a source of law and have full legal effect. The Supreme Court issues the content of minutes in the form of Judicial Interpretations. Practically, Judicial Interpretations are binding over the courts. Occasionally, the Supreme Court submits the ideas contained in minutes as legislative suggestions to the top legislature, the National People's Congress and its Standing Committee. If the top legislature adopts these suggestions, the ideas within the minutes will become part of a legal statute.
