The main features of the proposed power industry reform include;
a )separating SPC's power generation, transmission and distribution assets,
b )establishing two power grid companies,
c )establishing four or five national scale IPP's from SPC's power generation assets,
d )setting up a body to be known as the State Electricity Regulatory Commission (SERC) as the sole regulator of the power industry, and
e )creating a power plant tariff structure incorporating on-grid tariffs, transmission tariffs, distribution tariffs and retail tariffs.
