Are there any difficulties in foreign companies meeting Chinese standards?

Yes. An illustrative example of the difficulties faced by foreign companies trying to meet Chinese standards can be seen in the implementation of a safety and quality standards regime for low-voltage (LV) electronic products. In the LV area there continues to be confusion created by the various standards involved. National standards, set the benchmark of standardization work, manage all provincial and city standards units, supervise standards implementation, and manage product certification. While various industry departments of the State Economic and Trade Commission (SETC) establish China's industry standards, technically the State Administration of Quality Supervision, Inspection, and Quarantine (SAQSIQ) has final approval authority, but implementation has proven to be spotty at best. Further complicating the issue is that some localities have established their own local standards for LV products that differ from national and industry standards.
