What are some of the current standards regime and testing processes in China?

 

The current standards regime and testing processes lack transparency and are difficult to follow. Products that require mandatory certification testing are not clearly defined, and there are too many certification requirements.

Applicants for testing must go through a series of meetings to determine the testing requirements and process. Moreover, testing processes and costs are arbitrary and negotiable, which creates uncertainty and invites corruption. Testing fees for products of foreign and domestic firms can vary considerable, and testing facilities only sporadically accept international standards. Implementation timetables and electromagnetic compatibility (EMC) requirements for the China Mark can differ from one testing facility to another, as can the certification requirements for domestic and imported products. While, many standards-testing facilities do not keep up with current international technical standards.

In the case of many advanced technology electronic products, foreign companies are required to obtain a China Mark, but often no testing facilities are qualified to perform the appropriate test. As a result, foreign electrical products that should receive the China Mark are denied product entry by Chinese customs authorities. These variables can become non-tariff barriers to trade.
