What are the government agencies requirements for telecommunications products? For example, what requirements should a specific radio product pass before it can be sold in the market?

For telecommunications products, different requirements from various government agencies create difficulties. There are two separate type-approval processes from different testing bodies within the Ministry of Information Industry (MII). One is the radio product Type Approval (TA) process of the MII's Radio Regulatory Department (RRD), where the State Radio Monitoring Center is the testing body. The other is the Network Access License (NAL) of the MII's Telecom Administration Bureau (TAB), where the China Communications Technology Lab (CTTL) is involved. Thus, a specific radio product must pass and be approved by two distinct processes before it can be sold in the market even though the two test most of the same specifications, albeit based on different standards.

Adding to the complexity, CSBTS may occasionally sample radio products in the marketplace using different testing and standards processes than TAB and NAL. Streamlining the conformity assessment process would result in lower costs for industry and consumers and would accelerate technology deployment.
