Are their any requirements that need to be fulfilled before a FIE can establish branches overseas?

Yes. The FIE must have contributed the full amount of capital as noted in the Articles of Association. It must have also started production or had an open business for over a year and have fulfilled a certain criteria for the amount of export that it has produced.
