Will local regulations and rules in China be revised and changed as well?
Yes. WTO rules require the uniformity of laws and their enforcements throughout the country. According to the Legislation Law of China, laws enacted by the NPC, administrative and ministerial rules by industry authorities have more authority than local laws and regulations by the local People's Congress and government authorities. Actually the provinces, autonomous regions and municipalities' governments have been making efforts to organize and revise their local laws and regulations under the uniform guidance of the Standing Committee of the NPC and State Council. Especially in various special economic zones where preferential treatments are available to foreign investors, foreign related laws and regulation are also in the process of being re-organized and revised.
