Yes, either through an offshore fund, or through a Foreign Invested Venture Capital Investment Enterprise (FIEVC). The three organs of China's central government with the primary responsibilities for regulating foreign invested enterprises in China issued provisional regulations to authorize FIEVCs effective as of September 1, 2001.They are the Ministry of Foreign Economic Relations and Trade (MOFTEC), the Ministry of Science and Technology (MOST), and the State Administration of Industry and Commerce (SAIC).
