May 26, 2005 - Lehman, Lee & Xu, one of China's premier law firms and Miller & Chevalier, a distinguished Washington-based firm, hosted a reception for a large Chinese delegation representing the Ministry of Commerce. The event took place in Washington, DC for the purposes of discussing US Antidumping and Section 337 investigations, as they relate to China. Lehman, Lee & Xu was founded in 1992 and is now one of the largest full-service providers, including the counseling of Chinese firms abroad. Miller & Chevalier was established in 1920 and their practice is largely Washington based, in the sense that much of their legal work involves the government.
As such, the combined efforts' of the two firms was a natural fit, and the event was considered very successful. The main task of the 11-person MOFCOM delegation, led by Vice-Minister Gao Hucheng, was to negotiate with the US Department of Commerce regarding its designation of China as a non-market economy, which negatively affects China's export industries in US anti-dumping investigations. Among the group were individuals from various State organizations, including the People's Bank of China, State Administration of Foreign Exchange, National Development and Reform Commission, Ministry of Labor and Security, as well as a Chinese Embassy official. This is not the first occasion in which Lehman, Lee & Xu and Miller & Chevalier have cooperated in the past, as they have worked jointly on Antidumping and Section 337 cases in the past.
